        BOARD OF FINANCE
        JULY 15, 2008

                      A   REGULAR  MEETING of the Board of Finance was held on Tuesday,  July 15, 2008 in the Council Chambers.

Those in attendance included Board of Finance Daniel Farley, Laurene Pesce, Thomas Scoville, and Wendy Traub, Corp. Counsel Ernestine Yuille Weaver, Public Works Director Gerald Rollett, and Comptroller Alice Proulx.  Board of Finance member Mark Bushka was absent.

In the absence of Mayor Ryan J. Bingham, James Zeller called the meeting to order at 5:10 p.m.

MINUTES #010
On a motion by Mrs. Pesce, seconded by Mr. Farley, the board voted unanimously to accept the minutes of the joint meeting with the City Council on June 5, 2008.

On a motion by Mr. Scoville, seconded by Mrs. Traub, the board, with the exception of Mr. Zeller who abstained, voted to accept the minutes of the regular meeting held June 19, 2008.

OPEN TO THE PUBLIC #045
On a motion by Mr. Farley, seconded by Mr. Scoville, the board voted unanimously to open the meeting to the public.   There was no public participation.

MODIFICATION: 2008-09 GENERAL FUND #055
On a motion by Mrs. Traub, seconded by Mr. Farley, the board voted unanimously to authorize the modification of the 2008-2009 General Fund budget as follows for the Levee Phase I Funding, pending Council approval:

Revenue:
0010.0070.4052.0005 - $200,000.00

Expense:
0010.0031.5816.0037 - $200,000.00

The balance of $100,000.00 will be encumbered from line item 0010.0031.5816.0037 - Fiscal Year 2007-2008.

Mr. Rollett indicated that this is a $300,000.00 project for Phase I currently under construction that was budgeted in the prior fiscal year, and $200,000.00 is actually a state grant.  The remaining $100,000.00 will come from our capital line item to fund our one-third of the project.   

He noted that they ran into a number of delays with the permitting process with the state and issues came up in determining property acquisitions and rights. The contractor has been working for the past month and they anticipate finishing this week, however, the detail inspections need to be completed.  The Army Corps of Engineers is looking to have the entire flood management system along the rivers through Torrington totally clear and void of any vegetation.   The costs for future phases are unknown.  It could be in the millions or a much smaller project, depending on the level of work the Corps wants to see completed on the river system.  It is important to hold meetings and have discussions with the Corps and different boards in the city.  Once the Corps has completed the inspections, they can bring back some solid recommendations with various costs.   

Mr. Rollett indicated that the city was able to identify half a dozen locations of city owned property where the Corps could have built access roads into the river.  However, they chose one access area at the end of Lipton Place to bring all of their equipment into the river, and from there were able to haul the debris, trees and even scrap metal from the river.

On a motion by Mrs. Traub, seconded by Mr. Scoville, the board voted unanimously to consider business by Mayor and members of the Board of Finance.   
 
Mr. Farley indicated that Ms. Proulx worked on the issue with the Board of Assessment Appeals, and, although it hasn’t been totally resolved, they were getting closer.

Mrs. Traub asked for a print out of the resolution of this matter.

On a motion by Mrs. Traub, seconded by Mr. Scoville, the board voted unanimously to adjourn at 5:22 p.m.
